Assoc. Prof. Dr. Evgeni Evgeniev, First Secretary, Science Sector, Permanent Representation of the Republic of Bulgaria to the EU, Brussels, Belgium.
Dr. Evgeni Evgeniev has been in charge of the Science Sector at the Permanent Representation of the Republic of Bulgaria to the European Union since September 2018. He is the main negotiator on legislative dossiers and policies related to research and innovation, incl. Horizon Europe, which is the EU’s Framework Program for Research and Innovation for the period 2021-2027 with a budget of 95.5 billion euros. In 2015-2018 he was Vice-Rector of the Higher School of Insurance and Finance, while between 2007-2016 he worked at the World Bank as an economist in the Central and Eastern Europe Region. He has worked with the governments of Bulgaria, Croatia, the Czech Republic, Slovakia, Romania and Kazakhstan in the areas of innovation and research, business regulation and access to finance. Between 2016 and 2018, he advised the Minister of Education and Science of the Republic of Bulgaria on the issues of research infrastructures.

 

Dr. Hui Cao, Head of Strategy and Policy at Huawei’s EU Public Relations and Communication Office based in Brussels.

Dr. Hui Cao has extensive experience in the telecommunications industry, ranging from operator, academic research to provider. He has deep knowledge of market trends, industrial challenges, network implementation and technical development. Dr. Hui Cao is responsible for policy and regulatory issues regarding innovative digital technologies to double green and digital transitions. Prior to this position, Dr. Cao was Huawei’s Chief Technical Officer for Western Europe, focusing on the latest technologies to explore cost-effective solutions and practices for building an experience-oriented and future-oriented broadband network. He has also worked with China Telecom to manage and develop a broadband network. Dr. Cao received his doctorate in electronic engineering from Oxford Brooks University in the UK.

The seminar will focus on the essential role of Horizon Europe (the EU Framework Program for Research and Innovation) for 2021-27), the EU’s leadership position, and the focus of European Joint Undertakings on strategic areas of research, innovation and technology in the fields of transport (air and rail), key digital technologies, smart grids and services, high-performance computing, healthcare, biotechnology, and pure hydrogen. From the spring of 2022, European joint ventures will organize competitions (direct funding from Brussels) and a budget for public-private partnerships of over € 30 billion is expected to be generated.

The Southeast Digital Innovation Hub invites educators, scientists and business representatives to attend and actively participate in the discussion after the lecture. The format of the meeting requires on-site attendance as well as pre-registration by August 3rd.
